Frozen Russian central bank assets is the only viable way
The European Union is increasingly convinced that tapping around €200 billion ($232 billion) in frozen Russian central bank assets is the only viable way to put funding for Ukraine on a sustainable footing as other sources of financing run dry.
The EU will aim to reach a political agreement to use the assets at a summit meeting of leaders in Brussels next week.
Once that’s secured, the bloc’s executive would rapidly start work on a legal proposal for a mechanism to release money.
The sense of urgency comes as much of the onus for funding Ukraine’s military and economic needs now falls on Europe,
with the US saying it will no longer pay for the weapons it may provide to Kyiv. Meanwhile, several EU member states are gripped by political and budgetary turmoil, even as they try to juggle ramping up spending on their own security.

– Jag uppfattar det som att man utifrån folkrättens principer kan göra det, säger Love Rönnelid, lektor i folkrätt.
– Ett möjligt problem är om reglerna för motåtgärder medger att länder som inte skadats av kriget får bryta mot immunitetsreglerna, säger Love Rönnelid, biträdande lektor i folkrätt vid Stockholms universitet.
Det som gjort att man hittills tvekat – förutom det faktum att Washington stått för notan – har snarare varit farhågor för politiska och ekonomiska följdeffekter, som hur Ryssland svarar och hur förtroendet för västs finanssystem kan påverkas.
