Two weeks after the Japanese invasion of Manchuria in 1931, President Herbert Hoover declared that America would never “fight for Asia”; for emphasis, he announced significant cuts in naval construction.
Thus the rest of the world had to wait and wait, until the shocking news of Pearl Harbor.
