Theoretically the EU isn’t supposed to directly levy taxes, even though it sort of already does in some cases. 

But if the Commission Budget is approved, it will drive a coach and horses through that principle. It is proposing not one but five new taxes.

These so-called “own resources” formalise the EU’s share of revenue from existing programmes like the Emissions Trading Scheme and propose handing Brussels a small slice of new duties on things like vaping products. 

But that is not all: in the case of the Corporate Resource for Europe, or CORE as it is now known, they are proposing a new form of corporation tax. 

This latest wheeze would mean companies operating in the EU with an annual turnover of more than €100m would have to pay the EU for the privilege. 

The Commission estimates this company levy would generate nearly €7bn a year.
