“The official position of the European Union with any foreign policy [issue] is being fixed … by the guidelines,” Borrell told journalists tetchily in Beijing. EU foreign policy was decided by the leaders of the 27 member states and by their foreign ministers in meetings “chaired by me.”
And what was that policy on the Middle Eastern crisis? To criticize Israel in the same breath as its attackers, of course. “Some of the actions [by Israel] — cutting water, cutting electricity, cutting food to a mass of civilian people, is against international law,” Borrell declared.
