“For Beijing, building a new megaproject is the answer to any number of quandaries,” said Dan Wang, a research fellow at Stanford University’s Hoover History Lab and author of the forthcoming book Breakneck: China’s Quest to Engineer the Future. “ 

China has attempted this type of massive hydroelectric development before. The $37 billion Three Gorges Dam, currently the world's biggest power plant, was once the benchmark for ambition.
