Speech by President Juncker at the European Parliament Plenary session on the Economic and Monetary Union

- The euro is a political project, and that means it requires political supervision and democratic accountability. You are the Parliament of the European Union but you are also the Parliament of the euro, and this is why I wanted President Schulz to contribute to our roadmap for the Economic and Monetary Union – the Five Presidents’ Report we presented last June and Jeroen was referring to.
Our Report makes it clear that the legitimacy of the euro is paramount, at least as important as its economic significance and its stability on the financial markets. In the years to come, as we will need to develop and strengthen the common institutions that a single currency demands, that legitimacy will acquire only greater importance.
This has nothing to do with institutional power grabs or federal dreams. 
All this is part of our pragmatic yet ambitious approach to completing Europe’s Economic and Monetary Union.
As we promised in the Five Presidents’ Report, we have already launched the Stage 1 of the roadmap, the one which is expected to last until mid-2017. We are “deepening by doing”, which means we are using existing powers and tools to work towards Economic Union, Financial Union, Banking Union and Political Union.

Det är målsättningen om ett ständigt fastare förbund - "ever closer union" - som är själva grundbultsfelet med EU. Det de europeiska folken har sagt nej till, vid de få tillfällen de har fått yttra sig, är att EU skall utvecklas till en stat.
Man måste vara blind om man inte ser att EU skaffar sig statens alla institutioner och symboler, flagga, mynt, president, parlament, domstol, försvar - och - som man nu försöker - en grundlag.

Jag hade fel. Det hette inte Neuropa. 

Men ändå är det väl djärvt, kanske omdömeslöst, att kalla Kommissionens hemsida för

Angående Neuropa:

Neuropa is a neologism, first used in English in 1941 by the prominent Pan Africanist W.E.B. DuBois. His article "Neuropa: Hitler's New World Order" discussed comparisons between his experiences in Germany in 1892 - 1894 and his trips there in 1928 and 1936. The term did not come into general use in English, perhaps because of unfamiliarity with the play on words. Neu is German for new, and 'Europa' is the word for Europe in German and many other European languages.

This was never used in Nazi Germany. However the word has been used in Scandinavian countries, with no apparent derivation from Du Bois' text. The term 'Neue Ordnung' (New Order) was the most prominent of the terms used to describe Nazi ideas about the future organisation of Europe, but it also applied to the new social order in Germany itself. Racial hierarchy, ethnic cleansing, German resettlement in the East, the creation of Nazi puppet states, and gigantic infrastructural projects, were all considered.

The (largely secret) plans of Nazi Germany were not available to W.E.B. DuBois in 1941. He wrote before the United States involvement in the war, but after the occupation of western Europe. In his article, DuBois remarks that there was broader basis of democracy than before the first world war, when society was run for the benefit of the monarchy, the nobility and the rising capitalists in finance and industry. He discusses the insecurity of middle class civil servants and clerks, who were "wracked by fear of being levelled down to workers". DuBois focusses on the mass education campaigns of the Nazis, which followed those of the Bolsheviks and Italian Fascists. However behind "all this smoke and propaganda" DuBois saw a more significant and older phenomenon, the Rationalisation Movement which had developed the German economy as a planned economy.

Recently the term resurfaced in English, in the context of discussions within €uroMayDay, an anti-capitalist movement. The discussions concern infiltration by the New Right in such social movements. However, Neuropa, as a combination of 'new' and 'Europe', is a play on words in several European languages, and its use does not necessarily indicate ideological intent, let alone a revival of Nazi plans for Europe.

Angående användning av Neuropa i skandinaviska länder se ett exempel här: "Hitler entertained a soft spot for the racially pure Aryans of Denmark, a prideful showcase for his “model protectorate” in a future Neuropa" i en recension av Bo Lidegaards bok om hur de danska judarna räddades ("The Untold Story of How Denmark’s Jews Escaped the Nazis, of the Courage of Their Fellow Danes—and of the Extraordinary Role of the SS"- utgiven på svcenska under titeln "Landsmän"). Lidegaard - en dansk historiker och chefredaktör på Politikken - använder själv begreppet Neuropa.

Kanske lite "vågat" av EU-kommissionen att döpa sin websida till Neurope, men det hjärtat är fullt av....
